The Promise We Couldn’t Keep

Ten years ago in Paris, world leaders made a pledge. They would limit global temperature rise to 1.5°C above pre-industrial levels—the threshold scientists identified as critical to avoiding the worst climate devastation.

That promise is now broken.

On September 2, 2026, the United Nations Environment Programme (UNEP) released a landmark report titled Limiting Overshoot: Navigating Exceedance of 1.5 Degrees Celsius and Pathways Towards Return. For the first time, a UN agency has explicitly acknowledged what scientists have long feared: breaching the 1.5°C warming threshold is now unavoidable.

Global temperatures are set to cross 1.5°C above pre-industrial levels within the next few years.

“The challenge has shifted from avoiding overshoot to navigating it,” the report states.

UN Secretary-General António Guterres did not mince words.

In a video message launching the report, he declared: “Humanity is speeding past the limit to avoid climate catastrophe.”

He pointed to the extreme weather of recent months as a warning of what lies ahead: “This summer’s scorching heat, raging wildfires and deadly floods are a warning of what lies ahead.”

“Every fraction of a degree will cost lives, destroy livelihoods, deepen inequality, and push ecosystems closer to irreversible damage,” he warned.

“The fight for 1.5 degrees is the fight for humanity.”


The New Reality: ‘Overshoot, Peak, and Decline’

Since breaching 1.5°C is now inevitable, the report outlines a new strategy: “overshoot, peak, and decline.”

The goal is no longer to prevent crossing the threshold—it is to:

  1. Limit how far temperatures rise above 1.5°C
  2. Shorten how long they remain above it
  3. Return temperatures below 1.5°C as quickly as possible

Even in the most optimistic scenario—assuming all countries fully implement their current climate pledges and meet net-zero targets—global temperatures will peak at around 1.8°C above pre-industrial levels. Under current policies, the peak could reach as high as 2.6°C by 2100.

“There are no good outcomes if we remain above 1.5°C,” said UNEP Executive Director Inger Andersen.


The Consequences: What 1.5°C+ Actually Means

Crossing 1.5°C is not a switch that suddenly flips. The dangers intensify with every additional fraction of a degree and every year temperatures remain elevated.

The report warns of:

Extreme Weather

More intense and frequent heatwaves, wildfires, and deadly floods.

Ecosystem Collapse

Accelerated sea-level rise, coral reef collapse, catastrophic wildfires, and glacier loss.

Irreversible Tipping Points

The likelihood of crossing irreversible climate tipping points rises with both the magnitude and duration of higher temperatures. These include:

· Destabilization of major ice sheets (West Antarctic and Greenland)
· Degradation of the Amazon rainforest
· Disruption of the Atlantic Meridional Overturning Circulation (AMOC)—the system of currents that plays a key role in regulating the global climate

Human Impacts

Severe damage to human health, food security, water supplies, nature, cities, infrastructure, and economies.

Many communities could be forced to relocate or change their livelihoods, creating new challenges related to justice, political legitimacy, and governance.


The Super El Niño: Fuel on the Fire

Just as the UNEP report landed, the World Meteorological Organization (WMO) issued an equally alarming forecast: a “very strong” or “super” El Niño is firmly established in the tropical Pacific and will intensify over the coming months, peaking toward the end of 2026.

The numbers are staggering:

· The probability that El Niño will persist through February 2027 is close to 100%
· The Niño 3.4 index rose from +1.5°C above normal (May–July) to +2.0°C in July
· Weekly peaks reached +2.2°C to +2.6°C between late July and mid-August
· Subsurface ocean temperatures exceeded normal by more than 8°C in some areas—a massive heat reservoir capable of fueling the atmosphere for many months

“El Niño is being supersized before our eyes,” Guterres said. “The science leaves no room for doubt: the planet is in uncharted waters, and those waters are heating up.”

WMO Secretary-General Celeste Saulo warned that the event has the potential “to deliver a massive blow to communities and economies across the world.”


Why This El Niño Is Different

El Niño is a natural phenomenon that occurs every two to seven years. But this one is unfolding on a planet that is already 1.3°C warmer than pre-industrial times due to human activity.

The current event is expected to become the strongest in the past forty years—and it could make 2026 the hottest year on record.

This combination—a “super” El Niño layered on top of decades of human-induced warming—is what scientists call a “double whammy.” The El Niño doesn’t cause climate change, but it amplifies its effects, pushing global temperatures to record highs and intensifying extreme weather events.


What This Means for Nepal and the Himalayas

For Nepal, this is not an abstract threat. It is already here.

Just days before the UNEP report was released, the devastating flash flood in Rasuwa—triggered by a glacial collapse—claimed over 1,250 lives, with nearly 4,000 still missing.

Researchers believe the catastrophe was triggered by a massive landslide high in the Himalayan mountains. And now, attention is turning to the looming super El Niño that could supercharge warming in the region.

How El Niño Affects the Himalayas

In this part of the world, a classic El Niño means warmer than usual air temperatures in the summer following its peak, as well as a drier monsoon season—exactly when the region is most vulnerable to glacier melt and slope instability.

“When you look at average El Niño events over the observed record over the last 50 years, typically El Niño brings warmer than normal temperatures to this region during boreal Northern Hemisphere summer—June, July, August—and that’s when we need to be worried about melts and these types of events,” said Kaustubh Thirumalai, an associate professor of geosciences at the University of Arizona.

The extra warmth could add “another source of stress to glaciers and slopes that are already increasingly vulnerable because of enhanced melt from warming.”


Climate Justice: Who Pays the Price?

Nepal contributes just 0.5 percent of global carbon emissions. Yet it is paying one of the heaviest prices for a crisis it did not create.

Foreign Minister Shisir Khanal has described the Rasuwa flood as a “direct consequence of global climate change.” He has called for a shift in Nepal’s diplomatic framework from “aid” to “justice and compensation.”

“This is not a matter of charity; it is a matter of legal and moral liability,” he said.

The UNEP report itself emphasizes that countries with greater responsibility for climate change should act faster and with greater ambition.


The Path Forward: ‘An Overshoot of Ambition’

Despite the grim assessment, the report insists that catastrophe is not inevitable—if the world acts now.

“Now is the time we must double down on climate action,” Andersen said. “We can—and must—get on the right path by cutting greenhouse gas emissions, strengthening resilience and adaptation, and ensuring that any exceedance of 1.5 degrees Celsius is as small and short-lived as possible.”

The pathway requires:

  1. Immediate and sustained cuts in greenhouse gas emissions, including methane
  2. Accelerating the phaseout of fossil fuels and the renewables revolution
  3. Strengthening resilience and adaptation in vulnerable communities
  4. Carbon Dioxide Removal (CDR)—but only as a complement to, not a replacement for, emissions cuts
  5. Strong political will, effective policies, inclusive governance, international cooperation, and adequate financing
  6. Developed countries must triple adaptation finance and ensure it reaches those most at risk

Guterres called for an “overshoot of ambition” —demanding that countries go far beyond their current pledges.

“The science is clear. The solutions are at hand. And the world has never been better equipped to deploy them. Now is the time to raise ambition and accelerate action.”


A Defining Moment

The UNEP report marks a turning point. For a decade, 1.5°C was the goal. Now, it is the minimum benchmark of failure—the line we have already crossed.

But the report also offers a choice. The duration of the overshoot—whether it lasts for decades or millennia—depends entirely on the ambition of action taken today.

“We can still bring warming back below 1.5 degrees by the end of the century,” Guterres said.

The question is no longer whether we will breach 1.5°C. The question is: how far will we let it go, and how long will we let it last?

For Nepal—and for the nearly two billion people who depend on the Himalayan water towers—the answer cannot come soon enough.
