Bagmati Province Council Recommends Royalty Rights for Mountains up to 7,000 Meters

The fifth meeting of the Bagmati Province Coordination Council concluded with 23 decisions, seven to be forwarded to the National Coordination Council and 16 for provincial implementation.

Key recommendations include granting provinces the right to manage royalties from mountains up to 7,000 meters, post-EIA tree cutting permissions, and ownership of ropeways (Ranjumarg) to provinces. The meeting also urged the swift passage of the Electricity Bill and budget allocation for disaster-affected area reconstruction.

Other notable decisions include:

• Special legal provisions for the reconstruction of heritage sites by amending the Public Procurement Act.

• Establishing a personal information system for provincial and local employees in coordination with the National Records Office.

The meeting was chaired by Chief Minister Bahadur Singh Lama and attended by ministers, local representatives, and key officials. Discussions focused on disaster management, financial transfers, and governance.

Recommendations were also made to activate the Provincial Public Service Commission and Good Governance Center and to prioritize capacity-building training for local representatives. Concerns over environmental exploitation under the guise of internal resources were raised, with calls to discourage unsustainable “bulldozer development.”

The council emphasized resolving disputes between federal, provincial, and local governments through dialogue and coordination.
